Tengo problema con los links

Quiero que los visitados y no visitados (link y visited) sean azules sin subrayar y cuando pongan el mouse encima y clicken en él (hover y active) salga negro subrayado

Los visitados salen bien y los no visitados me salen sin subrayar pero negros
los otros 2 salen negros pero sin subrayar como el visited :S

Este es el codigo:
(Antes tenia a:link, a:visited y a:hover, a:active pero no funcionaba)

Lo probe en mi PC y si va, pero no cuando lo separo en un archivo.css, asi que lo puse entre <style></style>, pero sige sin irme el subrayado en hover y active :S

Probe dejando la hoja css en blanco y ya va, la pongo para ver que puede afectar?

El php de arriba es x k el ftp me daba errores con archivos .css, asi k ice eso, pero el error era igual en .css
